50 years in port operation, marine transport, navigation and cargo handling: 16 years at sea - thereof 10 years as Senior Officer. 4 years as Cargo Superintendent, 6 years as Marine Superintendent, now 17 years as independent marine consultant with maritime and port assignments world wide, many of them funded by WB, ADB and EU.

Selected experience in communication, offshore & marine:

Attended Lae Tidal Basin inspection of container port construction site and Pre-bidding meeting in Lae, Papua New Guinea with IPBC PMU for Construction Supervision Consultancy for the 30 months port construction time frame.  Preparation on the ADB funded project details for later start.

 

Maritime Operations Specialist in the Maldives Domestic Maritime Transport Project with my office in the Ministry of Transport in Male’ on-site for total 7 months over 2 years. Preparation of training material and implementation of on the job training in accordance with the training needs assessment for the Ministry of Transport staff, Maritime section. Verification of proposed harbor charges for North Harbour. Conduct willingness to pay services and provide recommendations. Assistance in ensuring broad based stakeholder consultations develop time bound action plan for proposed harbor usage charges. Assist drafting harbor user charges approval documents according to procedures issued by Attorneys general office. Develop a training program for Male’ Municipality staff. Implementation of the training program through formal and on the job training. Development of a harbor management manual. 

 

Marine Sector Specialist assignment in TSSP in the AusAID infrastructure program in Papua New Guinea, through SMEC / BMT Australia as principals. 3 months on-site in Port Moresby, with few days in Port of Lae. Had an office in the PNG Ports Corporation and in the National Maritime Safety Authority both in Port Moresby for very close work and strategic idea interchange with them. Work also took place in the large ADB Lae Port terminal development – Tidal Basin project.

 

Short assignment for EPTISA, Spain, writing the methodology for the Port Manager assignment for Port of Durres, Albania in the EuropeAid Technical Assistance to Ministry of Public Works in Albania.

Marine Management, Navigation & Operation expert – long term consultant for BCEOM, partner in the 5 nation COWI lead consortium in the GFC (Global Framework Contract) for EU / European Commission. Team Leader and on-site 7.5 months in Bucharest, Constantza and the Danube river ports in Romania, for the assignment: EU PHARE Program RO 0107.12.02 - Technical assistance to the General Directorate of Maritime, Danube and Inland Waterway Transport in the Ministry of Public Works, Transport and Housing, for strengthening its administrative capacity. Task included database, email, server, computer requirements and information exchange for the Ministry of Transport. 

Marine Manager – for P&O Maritime Services, Melbourne. In charge of Northern Territory on-site shipping, agency office and cargo transfer operations in Bing Bong, Northern Territory.  Intensive Harbour Control, shipping agency and offshore communication using VHF, 2-way satellite, microwave link, mobile satellite and radio communication.    

Tradegate, EDI for transport - Melbourne Australia: Project assistant & PMA Tradegate committee member for the upstart and implementation of the Tradegate EDI into the trade, marine and cargo terminals.

Ansett Transport Industries - Marine Group, Australia: Account Manager - responsible for marine communication providing electronic data and satellite communication equipment to the marine and offshore industry.

Standard - "C" Satellite communication project: Project Manager representing Ansett Transport in the DoT feasibility study for the future use of Standard "C" and Aussat B satellite communication equipment.

Danish Oil & Gas Exploration Company - DANOP: Project Manager - Communication. Wrote the Marine Communications Manual for radio communication between land and the offshore exploration units.

Danish Shipowners Association for Marine Radio Communication: JL Manager for the introduction of the new ship based Standard-"C" satellite communication equipment in JL ships.

J. Lauritzen A/S Denmark: Communication Project Manager Responsible for the training of ships officers in the use of ship based computers, software and data communication via satellite.

Royal Danish Navy: Navy Lieutenant 1st Grade responsible for a frigate group’s radio communication, coded radio transmissions and distribution of classified information.
